Background information
The National Council on Persons with Disability (NCPD) is a body corporate with perpetual succession which is wholly owned by the Republic of Ghana. It was established pursuant to the Ghana Disability Act (Act 715. 2006)
The object of the Council is to propose and evolve policies and strategies to enable persons with disability enter and participate in the mainstream of the national development process
With the implementation of the Act for close to 10 years, disability concerns are hardly seen as cross-cutting issues and addressed in the development priorities of local government.
The Local Government Act 462, 1993 aims to devolve political, administrative and financial authority from central government to local people through the district assemblies. As the closest level of development to the people, local government is more appropriately positioned to the realisation of government priorities on service delivery and development for all citizens, including Persons with Disability.
