Introduction and Background

The Auditor-General in accordance with Regulation 29 (8) of the Audit Service Regulations, 2011 (Cl 70) wishes to engage the services of an auditing firm to carry out a forensic audit into the burning of Central Medical Stores (CMC) and related issues. The forensic audit will be funded by the Ministry of Health.

Objective of Assignment

The objective of this Expression of Interest is to shortlist Independent Consultancy Firms with proven capabilities in forensic auditing and auditing of public sector finances especially the Health Sector.

Scope of the Assignment

The forensic audit will involve a review of the:

  • Findings of the initial investigative reports by the National Security and Ghana National Fire Service and establish how widespread the issues raised are and quantify the financial loss to the Ministry of Health and the Government of Ghana.
  • Procurement systems and processes for the purchase of drugs and non-drug consumables at the CMC and comment on weaknesses found if any.
  • Warehousing systems and processes at the CMC for items purchased and comment on weaknesses found if any.
  • Distribution systems and processes of items from the CMC to health facilities across the country and comment on weaknesses found.
  • Systems and processes at the CMC for managing donated drugs and non-drug consumables from International Not for Profit Organisations and local entities and comment on weaknesses found if any.
