REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES — FIRMS SELECTION)

ASSIGNMENT TITLE: CONDUCT STRATEGIC ENVIRONMENTAL AND SOCIAL ASSESSMENT (SESA) IN SELECTED PILOT MINING COMMUNITIES

The Government of Ghana has received financing from the World Bank for Project Preparation Advance (PPA) of the Ghana ASM Formalisation Project (GASMFP) and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include Conducting Strategic Environmental and Social Assessment (SESA) in selected pilot mining communities.

The GASMFP recognises the need for a 'Strategic Environmental and Social Assessment' as a key means of integrating social and environmental considerations into policies, plans and programmes of the broader MMIP, while promoting partnership with partnership with communities in and around mining communities.

 The objectives of the assignment, therefore, are to:

 a. Provide a means to systematically integrate environmental, as well as social and economic considerations into policies, plans, programmes and activities of the GASMFP and the small-scale mining sector;

 b. Identify the likely impacts of proposed projects on physical, biological, ecological and socio-econornicisocio-cultural environment in designated project areas, predict and evaluate these impacts and determine the significance of these impacts in the light_of technical and regulatory concerns;

c. Facilitate consultation and public participation in the evaluation of environmental and social aspects of policy, plan, programme or activity formulation in order to provide valuable information for the Strategic Environmental and Social Assessment (SESA) and increase the transparency and ownership at all facets of the planning process from start to final acceptance;

 d. Allow for the consideration of a wider range of impacts and alternatives that are often not considered at the project level, etc.
