BACKGROUND
Recognising the need to complement conventional power generation with decentralized renewable energy systems, the Government of Ghana (GoG) has set a target to reach universal electrification and scale up renewable energy penetration to 10% in the electricity generation mix by 2030. GOG has put a regulatory framework in place to manage the implementation of net metering for grid-tied renewable energy systems under 500 kW. The framework allows a Customer-generator or prosumer (a combination of a consumer and a producer of electricity) to "store" in the grid electricity in excess of consumption and to use it later at a reduced energy tariff.
The Ministry of Energy and Green Transition under the Scaling-Up Renewal Energy Program (SREP) is implementing the Minigrid (Component 1) and Net metering Solar Photovoltaic (Component 2) project. With funding from the African Development Bank (AfDB), Climate Investment Funds (CIF), Swiss Secretariat for Economic Affairs (SECO), the SREP involves the development of 35 mini-grids for islands and communities on the Volta Lake, installation of 700 climate-proofed stand-alone systems under component 1, and the deployment of 12,000 units of
roof-mounted net-metered solar PV systems for 1,089 Public institutions, 6,001 Small and Medium-sized Enterprises (SMEs), and 4,910 households under Component 2 within the Electricity Company of Ghana (ECG) and Northern Electricity Distribution Company (NEDCO) networks.
The project will contribute 13.5% of renewable energy to the Ghana energy mix and create up to 2,865 jobs during the construction phase, of which 3096 will target women and youth. The project is also expected to mitigate greenhouse emissions of 7185 million tons of CO2-equivalent through the generation of renewable energy, estimated at 111MWh annually
