REQUEST FOR PROPOSALS (RFP)

GHANA MINING INDUSTRY PERCEPTION SURVEY

1. Introduction

The Ghana Chamber of Mines ("the Chamber) is the principal advocacy body representing large-scale mining companies and other entities that provide services to the large-scale mining sector in Ghana. The Chamber promotes responsible mining practices, evidence-based policy engagement, and sustainable mineral development for national value creation.

The Chamber hereby invites qualified and experienced consultancy firms to submit proposals to conduct a National Mining Industry Perception Survey.

2. Background

Mining remains a cornerstone of Ghana's economy, contributing significantly to GDP, export earnings, fiscal revenue, employment, infrastructure development, and community investment.

Despite these contributions, public discourse around mining in Ghana reflects increasingly mixed perceptions. Concerns regarding environmental degradation, illegal mining (galamsey), land use conflicts, value retention, community displacement, and transparency have influenced public sentiment. These perceptions-whether informed by fact, misinformation, or limited understanding-have implications for:

  • The industry's social licence to operate
  • Regulatory and policy relations
  • Investor confidence and ESG positioning
  • Long-term sustainability of the sector

The Chamber, therefore, seeks to commission an independent, nationally representative perception survey to generate robust, evidence-based insights to inform communication, stakeholder engagement, and policy advocacy strategies.
